On 10 December 1966 the Sambalpur University Act was passed by the Odisha Legislature for establishment of a University in the Western part of Odisha. This institute started from 1 January 1967. The first Vice-Chancellor was Prof. Parasuram Mishra. The University started functioning in 1967 in a rented private building at Dhanupali, Sambalpur; then in a government building at Ainthapali, Sambalpur. In 1973 the University was shifted to the present campus named Jyoti Vihar at Burla.
The present campus of the University is located at Burla, 2 km away from NH 6. The campus of this university is in the vicinity of Mahanadi Coal Fields Limited, VSSUT and located on the foothills of the world-famous Hirakud Dam.
Sambalpur University is located at Burla, Western Odisha. The university is surrounded by dense forest and hills. This campus is very natural and beautiful. One can enjoy the green scenery during winter and rainy season. This varsity is well known as the knowledge hub of Western Odisha.
There are ten postgraduate hostels in the university campus out of which four are ladies’ hostels and six are men’s hostels. The university provides several facilities to the boarders in the hostels like common room with television, reading room with newspaper and magazine, guest room, first aid, STD telephone booth, etc. The central canteen has been opened near the hostel campus for the benefit of students. There are two nationalized banks, one post-office, one health center, one auditorium, one police-out post, one faculty house and one community center have been established in the university campus for providing services to students/teachers and employees in the campus.
Admission to PG Diploma, MA, M Sc., M Tech, M.Phil, M.C.A, M.B.A and PhD courses are being conducted with an entrance examination. A smart number of candidates from various parts of the country/abroad come for this examination.
The postgraduate (PG) departments of Sambalpur University offers PG Diploma, MA, M Sc., M Tech, M.Phil, PhD, and D.Sc degrees. All the departments are actively involved in research and well equipped for research facility for NET/JRF/GATE students. This varsity offers a limited numbers of scholarships for bright students to pursue their research work in various fields. Many PG departments have been recognized as centre of excellence and have been receiving special grants for conducting cutting edge research. Various P.G. Depts are also working on DRS projects. Apart from this the university faculties have their own research projects funded by national and international agencies and the students are admitted as research fellows in such schemes. The Directorate of Distance and Continuing Education has started in the year 1998 with only on-campus courses in collaboration with P.G. Departments of Sambalpur University. In the year 2000 the Directorate of Distance and Continuing Education has launched BCA, PGDCA and PGDIT courses. Birmaharajpur College(Odia: ବୀରମହାରାଜପୁର ମହାବିଦ୍ୟାଳୟ)started in Birmaharajpur town, Odisha, India, in 1981. The college came under the jurisdiction of Sambalpur University and started functioning in its initial years in Birmaharajpur High School. Then it was moved to the current location on 1983. The College area extends over nearly ten acres of land. The financial contribution of various panchayats within Birmaharajpur was significant in enabling the college to raise its infrastructure.
During its starting period the College had a strength of 128 students with only +2 Arts stream. Later B.A. Courses were started on year 1983-84. But because of the change of Government policy, +2 courses in the Arts and Science streams and +3 courses in the Arts stream were reintroduced with effect from 1983–84, 1988–89 and 1985–86 respectively by replacing the traditional I. A. and B.A. courses. Presently, the institute is affiliated to Sambalpur University.

Haldhar Nag is a Sambalpuri poet and writer from Odisha, India. Popularly known as Lok kabi Ratna. He was born in a poor family of Ghens in Bargarh district of Odisha on 31 March 1950. Nag has been compared to Gangadhar Meher for his Kosli style of writing which is also known as Sambalpuri writing, and is the western-variation of the Odia language of writing poem.The BBC made a documentary film about his life and works. He is best known for his work Kavyanjali, an anthology of English translation of Nag's selected poetry which was launched in 2nd October 2016.He has lakhs of followers in Odisha and Chatishgarh, who congregate in large numbers to listen to his Sambalpuri poetry when he gives readings. Initially writing Sambalpuri folk stories, in the 1990s he started writing poems in the Sambalpuri language.Hundreds of poets imitate his style and technique boosting a robust "HaldharDhara" in Western Odisha. He has been at the forefront of the Sambalpuri language movement for inclusion in 8th schedule of Constitution. He was awarded Padma Shri, the fourth highest civilian award of India by Government of India in 2016.

Parshuram Mishra (24 January 1894 – 4 August 1981) was an Indian botanist, educationist and the first vice chancellor of the Sambalpur University. He completed his college studies at the University of Calcutta in 1961 and secured a doctoral degree (PhD) from the University of Leeds, the first person from Odisha to secure a doctoral degree from the university. He is a former member of faculty at Leeds during which period he published several botanical articles. Returning to India, he became the vice chancellor of Utkal University. When the Government of Odisha started Sambalpur University in 1967, Mishra was made the first vice chancellor.The Government of India honoured him in 1960, with the award of Padma Shri, the fourth highest Indian civilian award for his services to the nation. Sambalpuri is an Indo-Aryan language variety spoken in western Odisha, India. It is alternatively known as Western Odia, or as Kosali (with variants Kosli, Koshal and Koshali), a recently popularised but controversial term, which draws on an association with the ancient Kosala Kingdom, whose vast territories also included the present-day Sambalpur region.Its speakers usually perceive it as a separate language, while outsiders have seen it as a dialect of Odia, and standard Odia is used by Sambalpuri speakers for formal communication. A 2006 survey of the varieties spoken in four villages found out that they share three-quarters of their basic vocabulary with Standard Odia.Sambalpuri is spoken in the following districts of Odisha: Sambalpur (with the city of Sambalpur, the chief cultural and commercial centre of the region), Deogarh, Sundargarh, Jharsuguda, Bargarh, Subarnapur, Balangir, Nuapada, Kalahandi, Boudh, the Athmallik subdivision of Angul district.
