Ministry of Human Resource Development

The Ministry of Human Resource Development, formerly Ministry of Education (until 25 September 1985), is responsible for the development of human resources in India. The Ministry is divided into two departments: the Department of School Education and Literacy, which deals with primary, secondary and higher secondary education, adult education and literacy, and the Department of Higher Education, which deals with university education, technical education, scholarship etc. The erstwhile Ministry of Education now functions under these two departments, as of 26 September 1985.

The Ministry is headed by the cabinet-ranked Minister of Human Resources Development, a member of the Council of Ministers. The current HRD minister is Prakash Javadekar.[1]

Department of School Education and Literacy

The Department of School Education and Literacy is responsible for development of school education and literacy in the country. It works on "universalisation of education" and for the cultivation of higher standards for citizenship among the youth of India.

Department of Higher Education

The Department of Higher Education is in charge of secondary and post-secondary education. The department is empowered to grant deemed university status to educational institutions on the advice of the University Grants Commission (UGC) of India, under Section 3 of the University Grants Commission (UGC) Act, 1956.[2][3][4] The Department of Higher Education takes care of one of the largest higher education systems of the world, just after the United States and China. The department is engaged in bringing world-class opportunities of higher education and research to the country so that Indian students are not found lacking when facing an international platform. For this, the government has launched joint ventures and signed MoUs to help the Indian student benefit from the world opinion. The technical education system in the country can be broadly classified into three categories – Central Government funded institutions, State Government/State-funded institutions & Self-financed institutions. The 122 Centrally funded institution of technical and science education are as under: List of CFTIs (Centrally Funded Technical Institutions): IIITs (4 – Allahabad, Gwalior, Jabalpur, Kancheepuram), IITs (16), IIMs (13), IISc, IISER (5), NITs (30), NITTTRs (4), and 9 others (SPA, ISMU, NERIST, SLIET, IIEST, NITIE & NIFFT, CIT)[5]

Objectives

The main objectives of the Ministry are:

  • Formulating the National Policy on Education and to ensure that it is implemented in letter and spirit
  • Planned development, including expanding access and improving quality of the educational institutions throughout the country, including in regions where people do not have easy access to education.
  • Paying special attention to disadvantaged groups like the poor, females and the minorities
  • Provide financial help in the form of scholarships, loan subsidy, etc. to deserving students from deprived sections of the society.
  • Encouraging international cooperation in the field of education, including working closely with the UNESCO and foreign governments as well as Universities, to enhance the educational opportunities in the country.

National Institutional Ranking Framework

In April 2016, Ministry of Human Resource Development published the first list of rankings of Indian colleges under National Institutional Ranking Framework.[11][12][13] The entire ranking exercise involved NBA, All India Council for Technical Education, UGC, Thomson Reuters, Elsevier and INFLIBNET (Information & Library Network) centre.[14][15] The ranking framework was launched in September 2015.[16] All 122 centrally-funded institutions – including all central universities, IITs and IIMs – participated in the first round of ranking.[17][18]

All India Council for Technical Education

The All India Council for Technical Education (AICTE) is the statutory body and a national-level council for technical education, under Department of Higher Education, Ministry of Human Resource Development. Established in November 1945 first as an advisory body and later on in 1987 given statutory status by an Act of Parliament, AICTE is responsible for proper planning and coordinated development of the technical education and management education system in India. The AICTE accredits postgraduate and graduate programs under specific categories at Indian institutions as per its charter.

It is assisted by 10 Statutory Boards of Studies, namely, UG Studies in Eng. & Tech., PG and Research in Eng. and Tech., Management Studies, Vocational Education, Technical Education, Pharmaceutical Education, Architecture, Hotel Management and Catering Technology, Information Technology, Town and Country Planning. The AICTE has its new headquarters building in Delhi on the Nelson Mandela Road, Vasant Kunj, New Delhi, 110 067, which has the offices of the chairman, vice-chairman and the member secretary, plus it has regional offices at Kanpur, Chandigarh, Gurgaon, Mumbai, Bhopal, Vadodara, Kolkata, Guwahati, Bangalore, Hyderabad, Chennai and Thiruvananthapuram.In its 25 April 2013 judgement the Supreme Court said "as per provisions of the AICTE Act and University Grants Commission (UGC) Act, the council has no authority which empowers it to issue or enforce any sanctions on colleges affiliated with the universities as its role is to provide guidance and recommendations.Subsequently AICTE was getting approval from the Supreme court to regulate technical colleges on a year to year basis till January 2016, when AICTE got blanket approval for publishing the Approval Process Handbook and approve technical colleges including management for the session 2016-17 and in all future sessions."

Central Institute of Classical Tamil

The Central Institute of Classical Tamil (CICT) is a body established by the Government of India with a view to promoting the cause of Classical Tamil. It is located in Chennai.

Central Institute of Indian Languages

The Central Institute of Indian Languages (CIIL) is an Indian research and teaching institute based in Mysore, part of the Language Bureau of the Ministry of Human Resource Development. It was founded on 17 July 1969.

Central Tibetan School Administration

The Central Tibetan School Administration is an autonomous Indian Government organisation under the Ministry of Human Resource Development. The organisation is responsible for "establishing, managing and assisting schools in India for the education of Tibetan Children living in India while preserving and promoting their culture and heritage". This organisation is affiliated to Central Board of Secondary Education (CBSE)

The administration operates 71 schools across India with around 10,000 students. It employs 554 teaching staff and 239 non-teaching staff.

Plans have previously been announced to transfer responsibility for the schools to the Central Tibetan Administration.

Deemed university

Deemed university, or deemed-to-be-university, is an accreditation awarded to higher educational institutions in India, conferring the status of a university. It is granted by the Department of Higher Education. To quote the Ministry of Human Resource Development (MHRD), "An Institution of Higher Education, other than universities, working at a very high standard in specific area of study, can be declared by the Central Government on the advice of the University Grants Commission (UGC), as an Institution 'Deemed-to-be-university'. Institutions that are 'deemed-to-be-university' enjoy the academic status and privileges of a university."

Indian Institute of Information Technology, Design and Manufacturing, Kancheepuram (IIITDM Kancheepuram, also IIITD&M Kancheepuram) is an Institute of National Importance established in 2007 by the Ministry of Human Resource Development, Government of India to pursue design and manufacturing oriented engineering education, research and to promote the competitive advantage of Indian products in global markets. It was declared as an Institute of National Importance (INI) by the Ministry of Human Resource Development, Government of India, in July 2011, thus becoming the first IIIT to be accorded this status. Later in 2014, IIIT Bill 2014 was passed by the Parliament on 1 December 2014, thus granting the status of Institutes of National Importance upon the 5 MHRD funded IIITs including IIITDM Kancheepuram. Previously IIITDM Kancheepuram was mentoring IIITDM Kurnool in its new campus at Chennai.

Indian National Commission for Cooperation with UNESCO

National Institute of Open Schooling

The National Institute of Open Schooling (NIOS), formerly National Open School, (name changed in 2002) is the board of education under the Union Government of India. It was established by the Ministry of Human Resource Development of the Government of India in 1989 to provide education to all segments of society under the motive to increase literacy and aimed forward for flexible learning. The NIOS is a national board that administers examinations for Secondary and Senior Secondary examinations similar to the CBSE and the CISCE. It also offers vocational courses after the high school.

It had a cumulative enrollment of about 1.5 million students from 2004 to 2009 at secondary and senior secondary levels and enrolls about 350,000 students annually which makes it the largest open schooling system in the world.

National Institutional Ranking Framework

The National Institutional Ranking Framework (NIRF) is a methodology adopted by the Ministry of Human Resource Development (MHRD), Government of India, to rank institutions of higher education in India. The Framework was approved by the MHRD and launched by Minister of Human Resource Development on 29 September 2015. There are separate rankings for different types of institutions depending on their areas of operation like universities and colleges, engineering institutions, management institutions, pharmacy institutions and architecture institutions. The Framework uses several parameters for ranking purposes like resources, research, and stakeholder perception. These parameters have been grouped into five clusters and these clusters were assigned certain weightages. The weightages depend on the type of institution. About 3500 institutions voluntarily participated in the first round of rankings. The 2017 ranked lists were released by MHRD on 3 April 2017.

Rashtriya Madhyamik Shiksha Abhiyan

Mission for Secondary Education) is a centrally sponsored scheme of the Ministry of Human Resource Development, Government of India, for the development of secondary education in public schools throughout India. It was launched in March 2009. The implementation of the scheme has started from 2009-2010 to provide conditions for an efficient growth, development and equity for all. The scheme includes a multidimensional research, technical consulting, various implementations and funding support. The principal objectives are to enhance quality of secondary education and increase the total enrollment rate from 52% (as of 2005–2006) to 75% in five years, i.e. from 2009–2014. It aims to provide universal education for all children between 15–16 years of age. The funding from the central ministry is provided through state governments, which establish separate implementing agencies. The total budget allocated during the XI Five Year Plan (2002-2007) was ₹2,012 billion (US$28 billion).

Rashtriya Sanskrit Sansthan

Rashtriya Sanskrit Sansthan is a deemed university in New Delhi, India, to promote Sanskrit. Established in 1970, it functions under the Ministry of Human Resource Development, Government of India. Rashtriya Sanskrit Sansthan has been accredited by NAAC with an "A" grade. It offers B.A., B.Ed., M.A., M.Ed., and Ph.D programs and offers a distance learning program in Sanskrit.

Rashtriya Uchchatar Shiksha Abhiyan

Rashtriya Uchchattar Shiksha Abhiyan (RUSA) (Hindi for "National Higher Education Mission") is a holistic scheme of development for higher education in India initiated in 2013 by the Ministry of Human Resource Development, Government of India. The centrally sponsored scheme aims at providing strategic funding to higher educational institutions throughout the country. Funding is provided by the central ministry through the state governments and union territories (UT), which in coordination with the central Project Appraisal Board will monitor the academic, administrative and financial advancements taken under the scheme. A total of 316 state public universities and 13,024 colleges will be covered under it.

University Grants Commission (India)

The University Grants Commission of India (UGC India) is a statutory body set up by the Indian Union government in accordance to the UGC Act 1956 under Ministry of Human Resource Development, and is charged with coordination, determination and maintenance of standards of higher education. It provides recognition to universities in India, and disbursements of funds to such recognised universities and colleges. Its headquarters is in New Delhi, and has six regional centres in Pune, Bhopal, Kolkata, Hyderabad, Guwahati and Bangalore.UGC is modelled after University Grants Committee of UK which was an advisory committee of the British government and advised on the distribution of grant funding amongst the British universities. The committee was in existence from 1919 until 1989.
