ISO/TS 16949

ISO/TS 16949 is an ISO technical specification aimed at the development of a quality management system that provides for continual improvement, emphasizing defect prevention and the reduction of variation and waste in the automotive industry supply chain. It is based on the ISO 9001 standard and the first edition was published in June 1999 as ISO/TS 16949:1999.[1]

It was prepared by the International Automotive Task Force (IATF) and the "Technical Committee" of ISO. It harmonizes the country-specific regulations of quality Management systems.[2]

About 30 percent of the more than 100 existing automobile manufacturers affiliate the requirements of the norm but especially the large Asian manufacturers have differentiated, own requirements for the quality management systems of their corporate group and their suppliers.

ISO/TS 16949 applies to the design/development, production and, when relevant, installation and servicing of automotive-related products.

The requirements are intended to be applied throughout the supply chain. For the first time vehicle assembly plants will be encouraged to seek ISO/TS 16949 certification.

Historical background

Many suppliers (OEMs) were asked by the car manufacturers to build and certify their quality management system according to the rules and regulations of their own country organizations, such as:

  • VDA (Germany)
  • AIAG (North America)
  • AVSQ (Italy)
  • FIEV (France)
  • SMMT (UK)

But due to this regulation a supplier needed to provide two different certificates for Daimler and Chrysler (VDA 6.1 for Germany and QS 9000 America), even though the supplier delivered only to a single company. These complexities accelerated the need for harmonization.

Superseded in 2016

In 2016, the IATF published the IATF 16949:2016, which superseded and replaced the ISO/TS 16949.[3]

Contents of the specification

The aim of the standard is to improve the system and process quality to increase customer satisfaction, to identify problems and risks in the production process and supply chain, to eliminate their causes and to examine and take corrective and preventive measures for their effectiveness.[4] The focus is not on the discovery, but on the avoidance of errors. The process-oriented approach to business processes that is addressed in the ISO 9001:2008 is the base of the standard. It looks at the business processes in a process environment in which there are interactions and interfaces that need to be recognized, mapped and controlled by the quality management system. Additionally the gateways to the exterior (to sub-suppliers, customers and to remote locations) are defined. The Standard distinguishes between customer-oriented processes, supporting processes and management processes. This process-oriented approach is intended to improve the overview of the whole process. This is not an isolated process, but a combination of all interacting business processes which affect the quality performance of a firm.

A key requirement of ISO/TS 16949:2009 is the fulfillment of customer-specific requirements, set up by the automotive manufacturer in addition to the quality management system of their suppliers. This may have decisively contributed to the worldwide recognition of the TS by many manufacturers.


The ISO/TS 16949 can be applied throughout the supply chain in the automotive industry. Certification takes place on the basis of the certification rules issued by the International Automotive Task Force (IATF). The certificate is valid for three years and must be confirmed annually (as a minimum) by an IATF certified auditor (3rd Party Auditor) of an IATF recognized certification body. Re-certification is required at the expiry of the three-year period. Certification pursuant to ISO/TS 16949 is intended to build up or enforce the confidence of a (potential) customer towards the system and process quality of a (potential) supplier. Today, a supplier without a valid certificate has little chance of supplying a Tier 1 supplier and certainly no chance of supplying a car manufacturer with standard parts, if indeed that OEM is a participating member of the IATF (most Japan OEM are members of JAMA and not members of the IATF) .[5]

ISO 13485

ISO 13485 Medical devices -- Quality management systems -- Requirements for regulatory purposes is an International Organization for Standardization (ISO) standard published for the first time in 1996; it represents the requirements for a comprehensive quality management system for the design and manufacture of medical devices. This standard supersedes earlier documents such as EN 46001 and EN 46002 (both 1997), the previously published ISO 13485 (1996 and 2003), and ISO 13488 (also 1996). ISO 13485:2016 Certificates meets the requirement of IEC 60601-2-25 : 1993 + A1: 1999 safety of Electrocardiograms.

The current ISO 13485 effective edition was published on 1 March 2016.

ISO 9000

The ISO 9000 family of quality management systems (QMS) standards is designed to help organisations ensure that they meet the needs of customers and other stakeholders while meeting statutory and regulatory requirements related to a product or service. ISO 9000 deals with the fundamentals of quality management systems, including the seven quality management principles upon which the family of standards is based. ISO 9001 deals with the requirements that organizations wishing to meet the standard must fulfill.Third-party certification bodies provide independent confirmation that organisations meet the requirements of ISO 9001. Over one million organisations worldwide are independently certified, making ISO 9001 one of the most widely used management tools in the world today. However, the ISO certification process has been criticised as being wasteful and not being useful for all organizations.

International Automotive Task Force

The International Automotive Task Force (IATF) is a group of automotive manufacturers which aims at providing improved quality products to automotive customers worldwide.


Kionix, Inc. is a manufacturer of MEMS inertial sensors. Headquartered in Ithaca, New York, United States, the company is a wholly owned subsidiary of ROHM Co., Ltd. of Japan. Kionix developed high-aspect-ratio silicon micromachining based on research originally conducted at Cornell University. Mahindra Ugine Steel

Mahindra Ugine Steel (MUSCO) (BSE: 504823) is a manufacturer of specialty steel, stampings, and rings headquartered in Mumbai, India. It is a subsidiary of the Mahindra Group, one of India's largest industrial houses.MUSCO has three stampings facilities located near key automotive clusters in India: Kanhe to serve the manufacturing cluster in Pune; Nashik; and Rudrapur to serve Northern India. QS9000 was a quality standard developed by a joint effort of the "Big Three" American automakers, General Motors, Chrysler and Ford. It was introduced to the industry in 1994. It has been adopted by several heavy truck manufacturers in the U.S. as well. Essentially all suppliers to the US automakers needed to implement a standard QS9000 system, before its termination.

Sepahan Oil Company (SOC), established in 2002, is an oil refining independent company based in Tehran with its refining facilities located in Isfahan.

TL 9000

TL 9000 is a quality management practice designed by the QuEST Forum in 1998. It was created to focus on supply chain directives throughout the international telecommunications industry, including the USA. As with ISO/TS 16949 for the automotive industry and AS9000 for the aerospace industry, TL 9000 specializes the generic ISO 9001 to meet the needs of one industrial sector, which for TL 9000 is the information and communications technology (ICT)—extending from service providers through ICT equipment manufacturers through the suppliers and contractors and subcontractors that provide electronic components and software components to those ICT equipment manufacturers.

TL 9000 is defined by two documents:

TL 9000 Requirements Handbook, at release 5.5, which includes the full text of ISO 9001:2008

TL 9000 Measurements Handbook, at release 5.0Reports on defect tracking and other measurements at various levels of granularity are accumulated by TL 9000 compliant facilities of certified organizations by the University of Texas at Dallas, which is the official TL 9000 administrator. These reports are provided at no additional charge to TL 9000 member companies and for an additional fee to TL 9000 Liaison members and non-members. Generally, these measurement data permit a service provider to compare the defect rates among various equipment manufacturers and against each other.
