ISO/IEC 17024

ISO/IEC 17024: Conformity assessment - General requirements for bodies operating certification of persons is an International Standard which specifies criteria for the operation of a Personnel Certification Body (also known as a certification body for persons). The standard includes requirements for the development and maintenance of the certification scheme for persons upon which the certification is based.

ISO/IEC 17024:2012

The most recent version of the standard is ISO/IEC 17024:2012 updated in July 2012.[1]

The major changes between the 2003 version and the 2012 version is the detailed information regarding the development of the scheme for certification of persons. The 2003 version required the Certification Body to have a Scheme Committee who had overall responsibility for the development of the scheme but did not elaborate on the components that must be included in the scheme. The 2012 version has an entire clause (Clause 8) that provides detailed information regarding the components that must be included in the development and maintenance of the scheme but allows the scheme owner to be outside of the Certification Body for Persons.

Other changes include a change in reference of "Personnel Certification Body" to "Certification Body for Persons", defining of additional terms such as "validity" and "reliability", and the addition of a "principles" section that defines the foundational principles for the standard.[2]

General Requirements

This section describes the general requirements for Certification Bodies for Persons. General requirements include criteria for the legal status of the Certification Body for Persons (the certification body must be a legal entity), criteria associated with the financial resources and liability responsibilities of the Certification Body for Persons (the certification body must have sufficient finances to cover its liabilities and for the operation of the entity), requirements regarding the impartiality and impartial operation of the Certification Body for Persons, and requirements that the Certification Body for Persons maintains responsibility for the decision on certification (the decision to award certification to a person cannot be outsourced to any other body).

Structural Requirements

This section describes the structural requirements for Certification Bodies for Persons. Structural requirements contain criteria for the organizational structure of the Certification Body for Persons including how it is managed. Specific requirements relating to the structure of the Certification Body in relation to training is included in this section. Specifically, if the certification body also offers training it must demonstrate how the impartiality of the certification is not compromised by the training.

Resource Requirements

This section describes the resource requirements for Certification Bodies for Persons. Resource requirements include criteria for the personnel and staff of the Certification Body for Persons. Specific requirements for persons (both internal to the organization and external to the organization such as consultants and volunteers) involved in certification activities are included as are criteria associated with outsourcing to other bodies. This section also includes requirements for other resources such as examination equipment required to operate the certification activities.

Records and Information Requirements

This section describes the records and information requirements for Certification Bodies for Persons. The requirements include criteria relating to the records of applicants, candidates and certified persons. Requirements regarding information that must be made public as well as information that must be kept confidential are included in this section and criteria for the information security (exam papers, etc.) are described.

Certification Scheme

This section includes requirements for the development and maintenance of the certification scheme. The certification scheme is the competence and other requirements for awarding the certification to a person and includes a scope of certification, job and task description, required competence, abilities (when applicable), prerequisites (when applicable), and a code of conduct (when applicable). Criteria for the initial certification and recertification must be part of the scheme and includes description of the assessment methods, and the criteria for suspending and withdrawing the certification.

Certification Process Requirements

This section includes requirements for the certification process including criteria for the certification application process, assessment process, examination process, and the decision on certification. Criteria for suspending, withdrawing or reducing the scope of certification and recertification requirements are included in this section. This section also includes requirements for the use of certificates, logos and marks, and requirements associated with appeals and complaints.

Management System Requirements

This section requires the Certification Body for Persons to establish, document, implement and maintain a management system capable of supporting the requirements of the standard. A body that has established and maintains a management system in accordance with ISO 9001 and that is capable of supporting ISO/IEC 17024 fulfills the management system requirements of ISO/IEC 17024.

ISO/IEC 17024:2003

Released by the International Organization for Standardization (ISO) in 2003, ISO/IEC 17024 was designed to harmonize the personnel certification process worldwide.[3] In the European Union ISO/IEC 17024 replaced EN 45013 (1989), which was published in the UK as BS 7513:1989.

The issues that ISO 17024 tackles can be summarized as:

  • Defining what it is you examine (the competencies)
  • Knowledge, skills and personal attributes
  • Examination must be independent
  • Examination must be a valid test of competence

Where competency is typically described as “the demonstrated ability to apply knowledge, skills and attributes”.

ANSI National Accreditation Board (ANAB) accreditation and training services provider in the area of management systems, personnel and product certification bodies, laboratories, inspection bodies, forensic service providers, proficiency testing and reference material producers.

Accreditation is a form of attestation utilized to demonstrate competence by various types of organizations such as government departments, universities, manufacturers and other public and privately held organizations/ companies.ANAB is a signatory to the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC).

Accreditation

Accreditation is the process in which certification of competency, authority, or credibility is presented.

Organizations that issue credentials or certify third parties against official standards are themselves formally accredited by accreditation bodies (such as UKAS or IAS); hence they are sometimes known as "accredited certification bodies". The accreditation process ensures that their certification practices are acceptable, typically meaning that they are competent to test and certify third parties, behave ethically and employ suitable quality assurance.

Canadian Registered Safety Professional

The Canadian Registered Safety Professional (CRSP)/ Professionnel en sécurité agréé du Canada (PSAC) is a certification offered by the Board of Canadian Registered Safety Professionals for an Occupational Health and Safety (OHS) professional. The CRSP/PSAC is accredited in Canada to ISO 17024 by the Standards Council of Canada.A CRSP applies safety knowledge to develop systems that will manage control over hazards and exposures detrimental to people, equipment, material and the environment. A CRSP follows the principles of loss control, accident prevention and environmental protection through their daily activities.

Certification and Accreditation

Certification and accreditation (C&A or CnA) is a process for implementing any formal process. It is a systematic procedure for evaluating, describing, testing, and authorizing systems or activities prior to or after a system is in operation. The process is used extensively across the world.

Certified Fire Protection Specialist

The Certified Fire Protection Specialist (CFPS) is a certification provided by the NFPA Certification Department in the U.S.A. The board was formed in 1971 and in 1998 partnered with the National Fire Protection Association (NFPA) to offer the professional certification. The purpose of the certification is to document and recognise an individual's knowledge of fire protection, fire prevention, and fire safety. The certification received ANSI certification in 2006 as a ANSI/ISO/IEC 17024 standard qualification.Certification is equivalent to a tertiary level degree requiring applicants to have either at least a high school diploma with at least six years of verifiable professional experience in fire loss prevention or at least an associate degree specialising in some aspect of fire loss prevention. Applicants with an associate degree with a relevant specialisation require four years of additional work experience and applicants with a bachelors degree require at least two years of additional experience.

Certified Information Systems Security Professional

Certified Information Systems Security Professional (CISSP) is an independent information security certification granted by the International Information System Security Certification Consortium, also known as (ISC)².

As of December 31, 2018 there are 131,180 (ISC)² members holding the CISSP certification worldwide, in 171 countries with the United States holding the highest member count at 84,557 members. In June 2004, the CISSP designation was accredited under the ANSI ISO/IEC Standard 17024:2003. It is also formally approved by the U.S. Department of Defense (DoD) in both their Information Assurance Technical (IAT) and Managerial (IAM) categories for their DoDD 8570 certification requirement. The CISSP has been adopted as a baseline for the U.S. National Security Agency's ISSEP program. CISSP is a globally recognized certification in the field of IT security.

Certified safety professional

The Certified Safety Professional (CSP) is a certification offered by the Board of Certified Safety Professionals (BCSP). The CSP is accredited in the United States by the National Commission for Certifying Agencies and internationally by the International Organization for Standardization/International Electrotechnical Commission (ISO/IEC 17024) (see ANSI) and 193 Countries Consortium .

The requirements to become a CSP are:

CompEx

CompEx (meaning Competency in Ex atmospheres) is a global certification scheme for electrical and mechanical craftspersons and designers working in potentially explosive atmospheres. The scheme is operated by JTLimited, UK and is accredited by UKAS to ISO/IEC 17024.The scheme was created by EEMUA (Engineering Equipment and Materials Users' Association) to satisfy the general competency requirements of BS EN 60079 (IEC 60079), parts 10, 14 and 17. The requirements are currently explicitly detailed in IEC 60079 Part 14 Annex A, detailing knowledge/skills and competency requirements for responsible persons, operatives and designers.

The scheme is broken down to twelve units covering different actions and hazardous area concepts.

In 2017, CompEx 01-04 was introduced to the NEC Standard. ATEC NEC500 & also ATEC NEC505, along with ATEC Ex "f" Foundation Courses.

ISO/IEC 27001 Lead Implementer

ISO 27001 Lead Implementer is a professional certification for professionals specializing in information security management systems (ISMS) based on the ISO/IEC 27001 standard. This professional certification is intended for information security professionals wanting to understand the steps required to implement the ISO 27001 standard (as opposed to the ISO 27001 Lead Auditor certification which is intended for an auditor wanting to audit and certify a system to the ISO 27001 standard).

This certification is provided by numerous organizations. Some are currently not certified by any personnel certification body while others are certified by accredited certification bodies. Certified ISO 27001 implementation courses should be accredited to the ISO/IEC 17024 standard.

International Certification Accreditation Council

The International Certification Accreditation Council (ICAC) is an alliance of organizations dedicated to assuring competency, professional management, and service to the public by encouraging and setting standards for licensing, certification, and credentialing programs.

International Requirements Engineering Board

The International Requirements Engineering Board (IREB) e.V. was founded in Fürth in Germany in October 2006. IREB e.V. is as a legal entity based in Germany.

The IREB is the holder for the international certification scheme Certified Professional for Requirements Engineering (CPRE).

National Registry of Food Safety Professionals

National Registry of Food Safety Professionals (NRFSP) is a food safety certification for the restaurant, hotel, and quick service industry business administered by Environmental Health Testing. NRFSP was founded in 1998 through partnerships between the Chartered Institute of Environmental Health and Professional Testing, Inc. and is headquartered in Orlando, Florida.NRFSP's International Certified Food Safety Manager is the first and only food manager safety certification to be accredited by the American National Standards Institute (ANSI) based on the ANSI/ISO/IEC 17024 standard for conformity - general requirement for bodies operating certification of persons. Personnel certification body

A Personnel Certification Body is an organization that awards credentials to individuals meeting specific competence requirements relating to a profession, an occupation, a job or a portion of a job. A personnel certification body develops criteria against which an individual needs to demonstrate competencies and ensures that these criteria are held by applicants before certifying them.

Most personnel certification bodies offer professional certification if an individual meets requirements such as a minimum number of years of related working experience, minimum education level and having passed a certification exam or equivalent.

Many personnel certification bodies are accredited by accrediting bodies to the ISO/IEC 17024 standard, which was designed to harmonize the personnel certification process worldwide. Most are not. Accreditation means having gone through a validation process or assessment from a national accreditation body such as the American National Standards Institute ANSI, German Accreditation Body DAkkS, International Accreditation Service IAS, or the United Kingdom Accreditation Service UKAS (UK)).

United Kingdom Accreditation Service

The United Kingdom Accreditation Service (UKAS) is the sole national accreditation body recognised by the British government to assess the competence of organisations that provide certification, testing, inspection and calibration services.
